It's technically doable, twitch just doesn't offer it at the moment. You're spot on with your description though. VOD = 'static HLS manifest' whereas live is obviously dynamic. I’m not saying they are doing a spectacular job at it. But there are a couple things in place already that do help. One of those is muting your vod.
